Facility-level plans required by myriad environmental and safety regulations must contain all mandatory elements but should also provide the facility with practical and effective methods for meeting regulatory obligations and managing programs. When changing facility conditions affect plan elements, the plan must be updated to remain viable and compliance. Even when conditions do not change, most plans require periodic reviews and updates.
