Executive Order 13514 Implementation Support
Federal Leadership in Environmental, Energy, and Economic Performance
On October 5, 2009, President Obama signed Executive Order (EO) 13514, to establish an integrated strategy towards sustainability in the Federal Government and to make reduction of greenhouse gas emissions a priority for Federal agencies.
The EO requires Federal agencies to set a 2020 greenhouse gas emissions reduction target within 90 days; increase energy efficiency; reduce fleet petroleum consumption; conserve water; reduce waste; support sustainable communities; and leverage Federal purchasing power to promote environmentally-responsible products and technologies. The EO also requires agencies to conduct an annual greenhouse gas (GHG) inventory, including specified scope 1, 2 and 3 emissions categorizations by January 5, 2011 and annually thereafter.
With more than 12 years of successful experience helping Federal agencies meet EO environmental requirements, and a staff led by professionals with an average of 20 years Federal environmental services experience, AARCHER is well positioned to support you in meeting this new challenge. We have assembled a team of sustainability and environmental management specialists to address each of the environmental performance challenges of EO 13514, including:
- Goal Setting AARCHER client environmental compliance and planning support is headed by senior managers with more than 20 years experience assisting Federal agencies in setting achievable environmental performance goals and targets.
- Greenhouse Gas (GHG) Inventory AARCHER staff have been trained by the Greenhouse Gas Institute to perform GHG Inventories, and AARCHER is presenting public courses on GHG Inventory procedures for Federal Facilities.
- Water Consumption Intensity Reduction Strategies AARCHER staff have been trained in drinking water system management and have inspected more than 450 Federally-owned drinking water systems and have been selected to evaluate water conservation measures and cross-connection control for Federal facilities.
- Environmental Management Systems (EMS) AARCHER is actively engaged in EMS development and implementation for Federal agencies nationwide. We understand how EO 13514 should be best integrated with existing EMSs and how an EMS can be used to drive implementation of these new requirements.
- Pollution Prevention AARCHER has been performing comprehensive pollution prevention (P2) opportunity assessments (PPOAs) for Federal facilities for more than 12 years.
- Sustainable Building Design AARCHER staff includes PhD-level energy efficiency and energy audit professionals who are LEED accredited professionals (AP) and experienced in sustainable building design.
- Sustainable Acquisition AARCHER has relevant client and project experience evaluating, tracking, documenting, auditing, and goal setting for sustainable acquisition, affirmative and preferable procurement, and an increasing range of 'green' initiatives at multiple Federal facilities.
- Electronics Stewardship AARCHER has audited, documented and evaluated the management of electronics inventory control, replacement and disposal for our Federal clients at more than 300 Federal facilities.
